Community Administration: Innovation Research Of China’s Floating Population Administration System

The large-scale population flow and migration has positive significance. Itmakes the social and economic prosperity of urban and rural, changed the China’slong-standing binary structure condition of urban and rural social economy. In thereform of economic system，it is a huge boost to the city and the entire Chinesesociety and in fact restructuring the structure of social economy. With thespeeding up of the development of China’s urbanization process, floatingpopulation has become a social economic life at urban indispensable social groups,but their social integration is a long-term difficult process. At present the floatingpopulation situation for social integration in performance that is low communityparticipation, low city identities, slow development of community networks. Forthe city residents, they are more tend to the negative image which is unfavorableto social security and getting worse living environment and reduce local jobs. Thisreflects the citizens of floating population "social exclusion" signs. Although inrecent years the national level requires public policy humanity, equal access tobasic public service, special citizens treatment and services giving to the floatingpopulation, but the expansion type of public security management system is stillused by the majority of Chinese provinces and cities, the relationship betweenresidents and the floating population is more strongly for discrimination andtolerance appeared coexist. In the community level, the goal of floatingpopulation administration system innovation should be strengthened communitycohesion and people share community resource through functional integration andcultural integration.China’s migrant management system reform and innovation is the inevitablychoice of social and economic development of the external environment change,and also the inevitable result of the government’s ruling concept by "management" to "service-oriented" transformation, policy content and administrative resources,political and economic system adaption. The founding in sixty-three years,China’s population migration flow management policies gradually improved andpromoted in the constant change of subjective management concept and objectiveconstraints: From limited to allow, from the control to a standard, orderlyimplementation projects that will eventually realize urban and rural employmentand the development of integration of urban and rural labor market. So far,China’s migrant social integration work has just started, service management, onthe whole, is still in a relatively low level. Although in recent years, thegovernment departments try best to eliminate the obstacles of the population flow,promote “with publicity, with service, with management”. Floating populationmanagement system need to reform and innovation caused by political subject,shortcomings of the financial and performance and the characteristic which thelimited the progress of social integration. Therefore, to discuss China’s migrantmanagement system innovation is bound to become significant.Improper management of the floating population is not a simple floatingpopulation administration problem, but more relevant social management andpublic service. This paper studied the main problem and reasons of currentfloating population administration by the analysis of its development course.Make empirical research in Guangzhou Panyu district，analyze the key problemsand the difficulties of the current floating population management. To furtherstrengthen hobo of public service and social management, and promote theharmony of floating population, the paper also study the necessity and importanceof Community-based management and explore its direction and practice.
