Since the implementation of reform and opening up policy,China has been constantly improving the socialist market economy.A large minority population began entering into the developed coastal and inland cities dominated by Han Chinese population and started engaging in the work or business activities;however,minority groups are having hard time adapt to the new environment due to their unique ethnic,religious and cultural habits.Because of the cultural and religious differences between minority and Han nationality,minority’s ability to adapt to the economic life of the city is far less than the local Han residents which causing emotional turbulence among ethnic groups.Hence minorities’ integration into the urban life with Han brings many challenges to the city administration.The floating population of ethnic minorities becomes the most active and sensitive topic prone to ethnic problems and social unrest,indeed a new challenge has been push down to the city management.The urgent needs to strengthen minority floating population management,improve communication among ethnic groups,support minorities integrate into the urban society,become the priority among all priorities of national work in our city.Dongguan City as a representative of well-developed coastal cities is constantly attracting minority migrants to live and work here.Therefore,the research on the problems and solutions in the management of the floating population of ethnic minorities in Dongguan is helpful to the management of the minority floating population in other cities of China.The Public security agency is an important mechanism to maintain social order.The rapid growth of minority population brings the Police Station a great challenge.Given the special nature of minority cultural habits,the minority floating population management has been the focus of the current difficulties of the public security agency.To strengthen the management of floating population,protect the legitimate rights and interests of migrants,maintaining social stability and promoting economic and social development of various undertakings in Dongguan,it is necessary to have in-depth analysis of the exciting floating population management strategies and continue improving the management practices.Based on the management practice of Dongguan Huangcun district police station,starting from the understanding in the status changes of floating population of ethnic minorities,the change in circumstance of public security law enforcement to the existing police station management policies,this paper analyzes the existing management challenges.Combined with the author’s working practice and experience,this paper also makes a few suggestions on how to improve the police station of public security management of the floating population of ethnic minorities.Hope those suggestions would contribute to the better functioning police stations in the management of the floating population of the national minorities,hence to help minority compatriots better live and work in peace and contentment,hence maintaining social order and stability.This paper argues that,at present Dongguan city is facing challenges such as bulls management,poor coordination,grueling than prevention,lack of communication among ethnic minority groups before they outflow to the urban cities.Aiming at these problems,first Dongguan City public security grass-roots management department needs to respect the religions and cultures of the minorities,learn the relevant knowledge,improve management skills.Second,the public security department needs to manage according to the law,and strictly enforce the law without discriminating against minorities or engage in special treatment.Third,the public security department needs to improve communication among all ethnic groups,educate newcomers to understand the cultural differences among different groups.Next,the public security department shall understand the power of minority group and publicity,hence truly gets involved in the management of ethnic groups.The research on the problems and solutions of the management of the floating population of ethnic minorities in Dongguan shall be helpful to other cities where are also facing similar challenges in management of floating population of minority groups. |
