Problems And Solutions On Minority Floating Population Management Of Guangzhou

With the in-depth development of China’s reform and opening up and the continuousimprovement of socialist market economy, a large number of minority who have liven in theirown land for life are now starting moving to the city mainly of the Han population alongthe coast for business activities. With these minority floating population entering into thecity, the government facing lots of challenges in municipal, education, health and security.Because of the particular religious habits and cultural of the minority population, itbrings many difficulties in the process of integrating in the city life. As a big city, Guangzhouis becoming more and more popular with the minority who want to seek for a better lifeoutside their origin districts. We study the problems of Guangzhou government department inadministrating minority floating population in order to find a better way of administration ofminority floating population, so the other cities which have the same problems can learnsome helpful experience.Guangzhou government department faces many problems such as no specialadministrating departments, less clarity of division of different departments, simple way ofadministration and lack of communication with the governments once in charge of theminority population.there are many causes leading to these problems. First of all, thegovernments don’t pay enough attentions to minority administration. Lack of special law andpublic resource is another important reason. At the same time, the minority floatingpopulation has their own problems.low level of education and prejudice on Han governmentalso bring troubles in the process of administration.In order to deal with these new challenges, the government departments should paymore attention on this problem, respect minority religious and cultural, learn relatedknowledge, and improve their management ability on minority administrations. At the sametime, the government departments should pay enough attentions on management accordingto law, play strict enforcement of the law. There should be no discriminations against ethnicminorities either special treatment on them. The government departments should pay enoughattention on supplying service and communication; strengthen the education for ethnicminorities in order to make the minority integrating into city life as soon as possible. At the same time, the government departments should pay attention to encouraging the participationof minority floating population and the social organizations in administration ofminority floating population management.
