In the recent30years, the new public management reforms brings "CompetitiveGovernment" to the western developed countries. It improves the government’s publicservice quality and efficiency a lot, but also causes negligence of the departmentscooperation and coordination which brings difficulty to the fragmented structure ofthe system. To solve such problems, Eugene Bardach in the book Getting Agencies toWork Together: the Practice and Theory of Managerial Craftsmanship introduces atheory of cross-sectoral cooperation. By focusing on local government public service,he tries to provide a systematic analysis system which could be used to analyze themanagement of an integrated, purposeful and creative activities. This paper combinesresearch method, empirical laws, norms and research methods in-depth study on thetheory of getting agencies to work together to solve the problem of who "at the helm".It focuses on the public value, employee motivation, the organizational restructuringand change, the establishing of cross-regional networks and other problems in thecooperation to understand the cross-sectoral cooperation.This new way of thinking and governing includs the pragmatic nature ofinnovation, different kinds of remodeling, and various forms of capacity-buildingactivities. The new governance system is to create a tolerant multicultural. It analyzethe theory’s rationality and limitations to study the inter-departmental cooperationmechanism in this context. The focus on government reform process graduallyestablishes and improves inter-departmental cooperation mechanism. The greatestdegree of structure force is to achieve the integration of different administrativedepartments in the functional complementarity, coordination of action and resources,instead of all departments combined.China’s administrative reform is now in a very important period, so it’s necessaryto strengthen inter-departmental cooperation. It has become the new requirements ofthe reform. Under the new system, how to achieve efficient coordination of theoperation of government departments, and improve cross-sectoral coordinationmechanism has become an important part of the reform. This paper keep touch in theworld trends of public administration and administration reform in China’s current situation. It also tries to supply some useful suggestion and experience through thestudy of the theory of getting agencies to work together on the basis of China’s currentreforms in administrative government departments of coordination mechanisms.
