In the era of globalization,informatization and networking,it is a new trend of government reform in many countries since the new century to get rid of the solidified structure of government departments and to respond to industrial development and social demands through trans-department collaboration.Strengthening trans-department collaboration is also an important part of China's administrative system reform.The Third Plenary Session of the 19 th Central Committee of the Communist Party of China Decision on Deepening the Reform of the Party and State Institutions pointed out that Deepening the Reform of the Party and State Institutions should follow the principle of optimization,coordination and efficiency.Looking back on the development of tourism in China,the full play of the government's role in the relationship between the government and the market is largely reflected in the synergy of many government departments to promote the development of tourism.With the development of holistic tourism,it is necessary for the government to play an important role in trans-department tourism collaboration.Under this background,it is necessary and meaningful to strengthen the research on government's trans-department collaborative of tourism,meanwhile the research on this aspect is relatively weak in general.This paper traces back to the related basic theories of government inter-departmental coordination,including coordination theory,governance theory and coordination governance theory,and clarifies the concept of government inter-departmental coordination in government inter-departmental relations,starting with the logical process of the government's inter-departmental collaborative governance,this paper analyzes the evolution of the government's inter-departmental collaborative governance of tourism in China,and sums up four main types of the government's inter-departmental collaborative governance of tourism,from the perspective of internal and external causes of the evolution of the process of analysis,thus sorting out China's government cross-sectoral tourism governance related to the context system.On the basis of practice,through the analysis of the main typical models of cross-sectoral collaborative governance,this paper constructs the analysis model of government cross-sectoral tourism collaborative governance on the premise of further improvement.Combined with the actual development of China's tourism industry,this paper analyzes the evolution process of China's government's cross-sectoral tourism cooperation governance.The comprehensive nature of tourism determines that the government's tourism administrative functions are actually distributed among various departments,and the change in the allocation of tourism administrative power determines the difficulty of cross-sectoral tourism coordinated governance.The government needs to take a large number of coordinated actions on tourism development in different levels,links and fields,not only to remedy the problems caused by market failure,but also to meet the needs of tourism development goals as scheduled.Different government departments have different administrative resources,in order to achieve their own interests,there is also the need to exchange resources.The fragmented state of Government Management Not only directly affects the efficiency of government services,but also brings about the gap of power and responsibility,the maintenance of power and responsibility,the conflict of interests and so on.The multi-subject and the multi-object of cross-department tourism cooperation governance determine that there are different types of tourism cooperation governance.The coordinated governance of government cross-sector tourism focuses on the horizontal relationship between different departments of the same level of government.In the field of government gaming at the same level in China,the participants in tourism governance often include multiple levels: individuals,tourism administration agencies and various forms of coordination agencies and mechanisms.With the development of tourism,the governance mode of cross-sector Tourism Synergy has been optimized constantly,which brings forward the demand for constructing the analysis model of cross-sector tourism synergy.On the basis of analyzing the advantages and disadvantages of the existing SFIC Model,multi-agent collaborative governance model and public sector tourism management model,it is made clear that cross-sector tourism collaborative governance should be based on different circumstances,make clear the general goal,the level goal and the legal goal.After the goal is clear,the optimized cooperation way and the cooperation process are essential,to establish the Coordination of the decision-making center system,strengthen the coordination of the position and authority of the hierarchical system,share the benefit of the coordination of the hierarchical organization,strengthen the coordination capacity building of the tourism organizations,improve the horizontal coordination mechanism,improve the auxiliary mechanism,etc.At the same time,the government should strengthen the cultural,institutional and technical support to help it run more effectively.On the basis of constructing government cross-sector tourism cooperation governance model,through three practical cases of county-level government guiding and promoting tourism development,introducing major tourism policies,and dealing with tourism emergencies,this paper makes a concrete analysis of the government's cross-sector tourism cooperation governance model,it further illustrates that the government's inter-departmental tourism cooperation governance can effectively promote the sustainable and healthy development of tourism.
