Smuggling is a complex social phenomenon which affects the state tax revenue,destroys the market economic order,and threatens the survival and development of national industries.Smuggling activities involve frontier defense,port,market circulation,transportation and other links,so the management of smuggling is also a cross-sectoral system engineering,involving the customs,public security(frontier defense),industry and commerce,taxation,banks and so on.In the face of complicated law enforcement environment and severe situation,the role of Customs in Combating Smuggling alone is very limited.It is urgent to reverse the short-sighted and standard-oriented concept of local interests of government departments,break through the administrative boundaries of departments,establish cross-sectoral coordination and coordination mechanism,and carry out anti-smuggling coordination with multi-sectoral participation.Guided by the theory of synergy,the theory of the holistic government and the theory of collective action,through literature research,social investigation and case analysis,the innovation of this paper is mainly from the perspective of innovation.The SFIC model is used to analyze the current situation of smuggling,and the existing dilemma and origin of anti-smuggling governance are analyzed.Suggestions are made accordingly.The introduction part introduces the significance of the topic selection and the related literature review.The second part introduces the basic concepts and theoretical basis,classification of smuggling and collaborative governance,and introduces SFIC collaborative model;the third part introduces the history and status of cross-sectoral collaborative smuggling governance,mainly from the participants,responsibilities and collaborative models,and supplemented by a practical case description;the fourth part introduces the SFIC collaborative model.In part,the SFIC synergy model is used to analyze the problems existing in the current cross-sectoral synergy of smuggling control from five aspects:initial conditions,catalytic leadership,system design,synergy process and coordination effect.In the fifth part,in view of the above-mentioned problems,the author puts forward some suggestions to improve the anti-smuggling co-governance from five aspects:defining rights and interests,building incentive mechanism,implementing comprehensive measures,catalyzing effective leadership,enhancing trust,promoting resource sharing,strengthening communication,and enhancing synergy and consensus.
