| The full name of Laos is the Lao Peoples’Democratic Republic. Laos is one of the counties of Indo-China Peninsula that has a very important strategic position. In the21century, Laos faced with many opportunities, but also faced with many challenges and regional competitions. Improving the civil service examination system is the key to enhance the administrative ability of the Lao government and to keep the administrative management meet the modern development. It is also a strategic foundation work that has a global significance. Though important, there is no appropriate civil service examination system currently in Laos. There also lack academic studies and researches that focus on the civil service examination system. This study aims to analyze the current status of the civil service examination system in Laos, and develop a strategy according to the national condition of Laos to improve the civil service examination system by learning from the developed countries in Europe and the United States and China’s civil service examination systems. Findings of this study can promote the further development of the learn from the developed countries in Europe and the United States and China’s civil service examination system in Laos. This study including the following contents:The first chapter describes the background, significance and importance of the thesis topic, and determines the research scope of this study and the research methods. In the second chapter, the concepts of civil servant and civil service examination system are defined, the previous researches are reviewed, and the characteristics, contents and effects of civil service examination system are analyzed. This chapter also descripts the theoretical basis of other disciplines used in this study.In the third chapter, the history and development of Lao are reviewed and discussed; the current status and the problems of the Lao’s current civil service examination system are analyzed. The reasons for these problems are discussed in order to well compare the civil service examination system between Laos and other countries.The fourth chapter discusses the successful experience of civil service examination system in China and developed countries in Europe and United States. The inspiration to the improvement of Lao’s civil service examination system is summarized.In the fifth chapter, we conclude that the reform and opening up in Laos require the improvement of civil service examination system in Laos. The civil service quality assessment model is developed and validated according to the realities of Laos. The policy suggestions are proposed based on the findings of this study to improve the civil service examination system in Laos.The chapter six summarizes the findings of this study and discussed the further work. |
