Laos is known as the Lao People’s Democratic Republic,which is a landlocked country in the north of the Indochina Peninsula,holding an important strategic location.Since the implementation of the policy of "reform and opening" in Laos since 1989,the economy has developed rapidly,social life has become increasingly complicated,and higher demands have been put forward for the administration of the government.Those require building a group of high-quality civil servants.Civil servants examination system is the way for the country to select the talents.Compared to the "nomination system","appointment system" and other selection methods,this test has a broader coverage and fairer selection.But it is undeniable that the current Lao civil service examination system exits many deficiencies,has not yet formed a unified national civil service examination management system,the form of examination unvaried,lacking of professional test content and transparency in the examination process.In the face of these problems,based on the competency theory,human resource management theory,drawing lessons from the excellent experience of Britain,the United States,Japan and the Chinese civil service examination system,combined with the actual situation of Laos,this paper proposes to complete the law Legal system of civil service examination,unified planning civil service examination work,fixthe principle of opening,fair and selection of merit,establish grading classification examination system,innovative test methods and techniques,improve the selfmonitoring mechanism of the examination institutions,strengthen the civil service examination of the monitoring mechanism to encourage the community to participate in supervision.In that so,we can look forward to improve the Lao civil service examination system and select more appropriate talents. |
