The past30years of reform and opening-up has witnessed the miraculous rise of China’s economic power, which is marked by rocketing volecity of its economic increment, as well as the dazzaling pace of urbanization. Nevertheless, the average Income Per Capita remains low worldwide; the sensational urban-rural gap hasn’t been shrunk; the overall productivity level has yet to catch up. Worse still, these are but the tip of the iceberg. More problems are manifested in, for example, the low ratio of cultivatable lands over the number of farmers, the expanding surplus rural labor force, the lagging growth of rural income, and the under development of mecical, educational and social secutiry facilities in rural area. These problems have caused substantial constraint to the sustainable development and harmony of China’s economy and society.China, whose rural population accounts for over half of the total population, has long been a typical leading agricultural nation. The solid growth of the Chinese society as a whole is based on the well-being of the agricultural population. Hence, a vital respect of building a moderately prosperous society is to enhance the competence of farmers. However, the quality of China’s agricultural labor force is far from being cultivated, which has formed material bottleneck for the economic progress of rural areas. This is where the strategy of educating new type literate farmers with agricultural and business expertise is proposed.The hypothesis of this thesis is the master plan of urban and rural development. The new type farmers are the object of study. The main body elaborates the way that the new type farmers is to be cultivated, which is guided by basic theories in economics, pedagogics, and sociology. Through anatomy of the quality of Chinese farmers, it identifies the existing problem and extrapolate the causes. Literature research and data analyses are introduced to fully realise the current status of Chinese farmers’s competence and its attributes. Theoretical strategy is summerized and proposed for cultivating new type farmers with Chinese characteristics.The first part, which manifests the reasonning and methodology, is the Introduction to the status quo of related study and the significance of chosing this subject.The second part identifies the concepts of "new type farmer" and "master plan of urban and rural development". In this part, mandatory qualities of the "new type farmer" that matter in the master plan of urban and rural development, such as knowledge in agricultural science and business management, as well as moral ethics, are elaborated. In particular, the relationship between the cultivation of new type farmers and the master plan of urban and rurual development is summerized.In the third part the quality of Chinese farmers is reviewed in details, and the conclusion that they are relatively incompetent in especially scientific and managerial know-how is inferred.International experience in developing rural and urban areas, as well as training farmers, is introuduced in the fourth part so as to make examples for China’s moves.The fifth part demonstrates some countermeasures and tactics to cultivate new type farmers and construct the related institution with Chinese characteristics in the process of developing rural and urban areas.
