Research On The Performance Of Government Functions On The Management Of Dalian Software Park

This paper wrote based on the research on the performance of government functions on the management of Dalian Software Park, analyzed problems during the manage process and found out the causes leading to these points for making recommendations for improvement. This paper, first, introduced the relevant theories on construction of software park and government function, expounded the effect on industrial cluster, the relations between the effect and regional industrial economy, theories of the limited government, the effective government, the theory of new public service and some views on the government functions in these theories. Then compared the development of the typical software park in Asia-Bangalore from India to civil advanced software park building in Beijing, Shanghai and described the status of government management in these local government. Summarize on three parts including the guiding ideology, the content of macro management and specific management in order to make them be an important reference for inspiration to Dalian Software Park. Third, described the status of the manage government function on the Dalian Software Park. By analyzing the mode of construction and development of the Dalian Software Park, pointed out the achievements, shortcomings of government function on the management of Dalian Software Park, and gave the detailed analysis on the reasons that led to the problems. Finally, taking the Dalian Software Park’s own unique characteristics and the actual stage of development into account, gave some advice on how to improve the functions performed by the government on the development of the Dalian Software Park from strengthening management, guide, service to enhancing the effectiveness of government services and other aspects, and expected to be able to solve the problems as soon as possible.
