Research On Government Guidance Countermeasures In The Transformation And Upgrading Of Dalian Software Industry

Information technology in the new era has experienced a new round of rapid development.Digitization,networking and intelligence have gone deep into economic and social life,They are playing an important role in people’s living.The country is also making strategic arrangements for building a network power,digital China and intelligent society actively,China wants to seize the new economic growth points and compete with other countries in the world.The development of information technology industry is also supported by all software cities in China.As the first batch of software cities to develop software outsourcing service in China,after more than 20 years,with the encouragement and support of government policies,Dalian has a software outsourcing service oriented and a software talent training system.Dalian government has formulated the 2028 action plan for Dalian software and information service industry,a 10-year long-term plan,to promote the transformation and upgrading of Dalian software industry.In the process of transformation and upgrading of the software industry,under the influence from internal and external environment,such as the development of software technology,the demand of software market and regional economic conditions,some problems have made the transformation and upgrading slow.Through questionnaires and interviews with employees of Dalian software,combined with the collected data and conclusions,this paper concluded that,the problems faced by Dalian software industry in the process of transformation and upgrading mainly include insufficient innovation of software industry,constraints of regional economic environment,lack of publicity and implementation of software intellectual property rights,and poor circulation of information resources in software industry.In order to realize the smooth transformation and upgrading of Dalian’s software industry,it is proposed to reduce the loss of software talents through innovative talent attraction and improving talent security policies,strengthen publicity and actively implement the software intellectual property protection system,build a resource sharing platform for software related information,encourage the sharing of software resource information,and increase support for small and medium-sized software enterprises,Cultivate the innovation ability of enterprises and other corresponding guiding countermeasures.Through the analysis and summary of the problems and causes,this paper puts forward corresponding guiding countermeasures for the transformation and upgrading of Dalian software industry,enriches the formulation direction of policies related to the transformation and upgrading of software industry,and hopes to provide reference for the transformation and upgrading of software industry in other cities.
