Study On Government Management Of National Forest Park In Western Suburb Of Dalian

With the increasing scale of urbanization in China,while promoting urban economic development,the government also needs to meet the urgent needs of citizens to enjoy a good living environment in the city.For Dalian Municipal Government,the development of Dalian West Suburb National Forest Park is an important carrier for promoting Dalian’s greening,improving Dalian’s ecological environment and publicizing Dalian’s ecological civilization construction.This paper mainly discusses the main problems existing in the local government management of the National Forest Park in the western suburbs of Dalian City.Through the method of sending questionnaires to citizens and tourists,it seeks for the current problems.According to the statistical results of the questionnaires,it uses the theories of new public management,sustainable development and government governance to analyze the existing problems,and summarizes the knowledge at home and abroad.Although foreign governments have different national characteristics from Chinese governments,the experience of government management of famous forest parks can still be used for reference for the protection and sustainable development of urban ecological environment,and provide relevant suggestions and Countermeasures for the government management of national forest parks in the western suburbs of Dalian.There are five chapters in this paper besides the conclusion.The first chapter is the introduction,expounds the research background and significance of this paper.It introduces the research content and direction of scholars and experts at home and abroad for national forest parks.It uses literature analysis,empirical research,questionnaires and case studies.Methods a systematic analysis of the national forest park in the western suburbs of Dalian were conducted.The second chapter mainly introduces the related concepts of national forest parks and national forest park management,as well as the new public management theory,the theory of sustainable development,the basic content of public service theory and the impact on the construction of national forest parks in the western suburbs of Dalian..The third chapter introduces the current status of government management in the western suburbs of Dalian and the outstanding problems in government management.Based on the statistical results of the questionnaire,the paper analyzes the existing problems and discusses the problems in government management under the current situation.The fourth chapter introduces the development history and government management policies of forest parks at home and abroad,and compares and analyzes the commonalities and differences between Zhangjiajie National Forest Park,Mingyue Mountain National Forest Park,Wuyi Mountain National Forest Park and Dalian Xijiao National Forest Park.At the same time,drawing on foreign experience,foreign forest parks mainly introduced the Yellowstone National Park in the United States,Banff National Park in Canada and Kakadu National Park in Australia,focusing on the analysis of good experience and improving the government management direction of the national forest park in the western suburbs of Dalian.The fifth chapter further proposes the countermeasures for strengthening the government management of the national forest park in the western suburbs of Dalian.Starting from the promotion of the government management norms of the national forest park in the western suburbs of Dalian,the government will increase the diversity of government investment,pay attention to government propaganda,and balance Dalian.Tourism resources,organize a variety of innovative forest tourism activities,promote the importance of the ecological environment through the Internet and other platforms,combine the local romantic style of Dalian,explore local tourism products for publicity,create a professional service team,etc.analysis.Traditionally,the Forest Park is a complete ecosystem with many functions such as leisure,recuperation,tourism and improvement of the living environment of the citizens.It is also a premise to protect the ecological environment and provide people with a variety of tourism services.The area where ecological civilization propaganda activities can also be carried out.In June 2017,the State Forestry Administration issued the "Guiding Opinions on Accelerating the Development of Suburban Forest Parks",further emphasizing the importance of developing suburban forest parks,and grasping the construction and development concept of suburban forest parks and promoting the construction of suburban forest parks in an orderly manner.Specific opinions were put forward in terms of development and construction of a new pattern for the development of suburban forest parks.As an important facility for urban ecological infrastructure,the forest park plays an extremely important role in the urban ecological environment and sustainable urban development.In the management of the national forest city in the western suburbs of Dalian,the government should always be at the top of the list.According to the relevant theory of public goods,urban forest parks serve as quasi-public products,while the government acts as a planner,implementer,and manager of quasi-public products.This is also the three important functions of the government in the management of forest parks.Whether these functions are successfully implemented is an important factor in the success of forest park management.Give full play to the government’s
