A Investigation In The Network Press Spokesman And Government Weibo

As the internet grows, the press spokesman system also extends to internet field in China.Now, some governments use internet to publish news and answers public questions. This newmode is called network press spokesman system. Government network platform and weibosystem are two main implementations of this system.Among all the local governments, Nanjing and Guiyang are the two of the earliest citiesthat use the network spokesman system. This study uses these two cities as examples, andfinds that there are great differences between these two cities. Based on these differences, aquestionnaire survey and quantitive analysis are employed to investigate the factors that affectthe implementation of the network press spokesman system.It is shown that the reply method, registerlation mechanism and self-monitor mechanismare the factors that influence the public to use the government network platform. Moredetailed reply, less requirement for registerlation and stricter self-monitor can increase thepossibility of public usage. In addition, dividing the network platform to a district department,and publishing the detailed press conference through the network platform can make thenetwork platform better.With regard to weibo system, based on the consideration of audiences, the localgovernment weibo system is not popular, and the communication frequency on this system islow. Now the local government weibo system basically has the only function of messagepublishment, and lack the connection between network platform. The questionnaire surveyshows open weibo system among the city adiminstration department, the police department and traffic department are most demanded by the public, and less entainment message inweibo system are required by most public.A network platform reference system is formed in this study, which can be used asreference for future network platforms.
