Research On The Path Optimization Of Yongtai County News Spokesman System

The 20th National Congress of the Communist Party of China(CPC)proposed to ensure that the people manage state affairs,economic and cultural undertakings,and social affairs in various ways and forms in accordance with the law.The press spokesman system is one of the manifestations of democratic decision-making,democratic management and democratic supervision.It can give full play to the enthusiasm and initiative of the masses,enhance the credibility of the government and enhance the government’s capacity for social governance,to build a lively,stable and united political situation.Former Director of the State Council Information Office,Zhao Qizheng,once said that spokesman is not a person,but a system.One of the main tasks of a press spokesman is to issue a press release and respond to public opinion,to explain the government’s position and views through press releases,and to guide public opinion in dealing with emergencies.Therefore,the optimization of the press spokesman system includes the relevant contents of press spokesman,press release and public opinion response.This thesis takes Yongtai County as the object of study,optimizes the press spokesman system as the research content,and takes the government public relations theory and the cooperative governance theory as the guidance,using a combination of literature review,case studies and in-depth interviews,the authors collected relevant documents and training information on press spokesman in Yongtai County through field surveys,to analyze the current situation and achievements of the press spokesman system in Yongtai County,and to collect basic information on 87 press spokesman in Yongtai County and hold press conferences on the ground as first-hand information,to design the outline of in-depth interview,select 13 senior presenters and the staff of the propaganda department who are in charge of the whole process to conduct semi-structured interviews,the outline of the interview includes three aspects: the press spokesman,the press conference and the public opinion response.On this basis,it first analyzes the problems existing in Yongtai County’s press spokesman system,such as the unreasonable setup of press spokespersons,the irregular press release,and the low response level of public opinion,this paper analyzes the deep-seated reasons of the unsmoothness of the Operation Mechanism of the press spokesmen,the imperfection of the supporting system of the press release system and the inadequacy of the response mechanism of the public opinion,and finally puts forward the idea of standardizing the operation mechanism of the press spokesmen,to optimize the working mechanism of press release and build a long-term mechanism of public opinion response.
