Study On Problems&Answers Of Administrative Law Enforcement Of Hygiene In Dalian Zhongshan District

All things in the world, human centered. Health administrative law enforcement directly related to the life of citizens and their health issues. However, as our country’s public health administrative law enforcement problem start late, having little research, the health administrative law enforcement exposed many problems, the law enforcement system obviously can’t meet the practical needs. Therefore, it is necessary how to perfect our country’s health law enforcement system to guarantee citizens healthy life, keep the social order and orderly operation.In this article, methods of research and quantitative analysis are used. And it analyzes the basic theory of health administrative law enforcement, and finds out existing problems of health administrative law enforcement in Dalian Zhongshan district. By analysis of overseas relevant success experience, it puts forward the perfect health administrative enforcement proposal.This paper is divided into five parts:The first part is introduction. In this section, the author focusing on the domestic and overseas scholars.The second part is the basic theory of public health administrative law enforcement. the health administrative law enforcement requirements and principles and its significance is discussed in this paper.The third part is the present situation and experience for reference of health administrative law enforcement in Dalian Zhongshan area.The fourth part, the author analyzes relevant practice of the US, German and Japan, and sums up valuable experience of the existing problem in Dalian Zhongshan area.The fifth part is health administrative law enforcement countermeasures in Dalian Zhongshan area. In chapter3、4, the author puts forward five administrative law enforcement work strategies in Dalian Zhongshan area, and wishes to bring it into effectiveness on the basis of the problem, and related experience for reference.
