Concerning The Construction Of The Asean Security Community And China's Response

After “U.S.9·11incident”, the ASEAN security cooperation deepened, theestablishment of the ASEAN Security Community was put on the agenda. And itsestablishment is bound to affect the security situation in the Southeast Asia and eventhe Asia-Pacific region, also brings new opportunities and challenges to China’speripheral security.This article aims to quote the security community theory of the Constructivismto study the ASEAN security issues, and discusses the necessary conditions for theconstruction of the ASEAN Security Community and the potential obstacles, andelaborates the significance of the ASEAN’s existing security mechanisms to maintainthe regional security. At the same time, this article is also combined with the existingdocuments and policies, to analyze the impact of the establishment of the ASEANSecurity Community to China’s peripheral security situation, and focuses on China’sresponse measures, especially the role of China in the building of the ASEANSecurity Community, to provide some basis for the future ASEAN strategic of China.This article is divided into four parts：the first chapter studies the view of the"security community" in Constructivism, and explains from a theoretical perspectiveof the construction process of the "security community". Chapter II discourses theprocess of constructing the ASEAN Security Community from "the concept ofsecurity construction","the mechanism of security construction" and "collectiveidentity and mutual trust of security construction" this three aspects. Chapter IIIstudies ASEAN’s cooperation in the traditional security and non-traditional securityfields in recent years, and predicts the difficulties and obstacles that it may encounterin the next phase. And the last chapter mainly discusses the beneficial effects andadverse effects of the ASEAN Security Community to China’s perimeter securitysituation, and raises a feasibility way for China to deal with.
