In the face of profound changes unseen in the world in a century,"uncertainty" has become a universal challenge for the international community.Traditional security confrontations featuring the game of major powers are on the rise,and the governance of non-traditional security issues represented by the COVID-19 pandemic remains a long and arduous task.As non-traditional security issues are typically transnational and spillover,they can only be effectively addressed if countries strengthen mutual cooperation and promote common governance.China and ASEAN countries are connected by mountains and rivers and share a common destiny.Non-traditional security cooperation has become a breakthrough for the two sides to build a China-ASEAN community of shared future.It is also an inevitable requirement for China to actively implement the overall national security concept and strive to realize the Chinese dream of great national rejuvenation.In the post-Cold War era,China-ASEAN non-traditional security cooperation can be divided into three stages: The first is the initial stage of exploration(1991-1999),mainly characterized by crisis emergency management;The second is the normal governance stage(2000-2010),mainly characterized by institutionalized construction;Third(since 2011),non-traditional security cooperation has been brought into the scope of regional and global governance,and cooperation has grown in depth and breadth.With the complex changes in the international security environment and profound adjustments in the regional security order,China-ASEAN non-traditional security cooperation has always been guided by the security concept of "common,comprehensive,cooperative and sustainable",and the building of a China-ASEAN community with a shared future has become a higher-level pursuit of security governance for both sides.In the process of China-ASEAN Non-traditional security cooperation,On the one hand,China and ASEAN have carried out practical cooperation in combating cross-border crimes,maintaining financial security,climate security,cyber security and enhancing public health capacity.Our cooperation has not only effectively dealt with transnational crimes,but also ensured the relative stability of the financial environment and promoted the sustainable development of regional cooperation.On the other hand,there is typical asymmetry between China and ASEAN countries in terms of national strength,development needs and non-traditional security judicial systems.And because the non-traditional security and influence of extensive contents,ASEAN pursues power balance strategy,the interference of outside power and territorial disputes,such as traditional security factors all of China-ASEAN deepening of non-traditional security cooperation constitutes a restriction,therefore between China and ASEAN in various fields,multi-level of non-traditional security cooperation remains to be further integration.In 2020,the COVID-19 pandemic began to ravage the world,and the century-old changes superimposed on the century-old pandemic have made the internal and external interaction of national security more prominent.In this context,China-ASEAN non-traditional security cooperation not only faces opportunities to further deepen cooperation,for example,the steady progress of public health cooperation has become a new highlight of bilateral non-traditional security cooperation;They also face more severe security challenges,such as the interweaving of non-traditional security and traditional security challenges,and the interference of external forces in regional security affairs,which further deepens the resistance of China-ASEAN non-traditional security cooperation.In view of this,Guided by an overall national security concept and the building of a community with a shared future for mankind,China and ASEAN need to continue to deepen mutual trust in non-traditional security cooperation,clarify priorities in non-traditional security cooperation,and take targeted measures to address emerging non-traditional security issues.Is particularly important,it is necessary to continue to support China-ASEAN centrality,respect for the " ASEAN Way" to solve the problem of security,at the same time introduce appropriate third-party forces represented by NGO,with practical action to promote the non-traditional security cooperation mode diversification,management effectively,and to maintain regional security and stability,We will promote the building of a China-ASEAN community with a shared future and take concrete steps.
