Great achievements have been made since the implementation of villagerself-government during the past30years. For example, the system of villagers Self-government in our country has gradually improved and villagers’ sense of democracy anddemocratic capacity have gradually promoted. Meanwhile, the democratization process inrural areas has fast speeded up and all-around developments have been made in rural areas.However, there still exist some inevitable contradictions during the process of implementingvillager self-government system: that is the contradiction between the township governmentand the village committee, between the committee and the village party, between the villagerand the cadre. At the same time, with the social changes in rural areas, social stratificationand mobility aggravate new problems emerging and the obstructions of rural culture andreligion hinder the process of democratic election, management and supervision. What’sworse, in some areas there is no practical effects achieved. To some extent all these problemsrestrict the further development of villager self-government and socialist democracy.This paper mainly attempts to explore the impacts on self-government of collectiveeconomy, social changes, rural politics and culture and religion. Later the author will give asimple summary of the current situation of villager self-government and analyze deepreasons underlying contradiction. Finally, this paper will investigate effective path for furtherdevelopment of self-government.This paper is predicated on the Marxist theory and adopts the methods of materialistdialectics, history, system analysis, structure and function, comparison, research, whichcombines classical Marxist theory of the self-democracy, the relationship between state andsociety theory and the relevant laws and villager self-government system. The thesis choosesLu Xin village in southern Jiang Su and Ma village in northern Jiang Su as subjects and integrates historically vertical research and horizontal research well to explore the generalmeasures of solving the problems hindering villager self-government.This study is not only helpful for improving the villager self-government itself, but also forimplementing scientific development focusing on people oriented, and further promoting theconstruction of new socialist countryside and harmonious society.
