Research On The Mechanisms Of The Government Response Based On The Situation Of Internet Political Mobilization

Contentious Politics is one kind of occasional, public, collective and contentious interaction between contenders and its objects, while the government get involved in that as objects, demanders or intercessors. In China’s present contentious politics, internet politic mobilization shows great power and brings multiple political effects, so it increasingly becomes an important topic in public administration. Based on the developing theory of contentious politics, this article goes with the approach of "mobilization-actor-contention path" and analysis the interaction as well as its strategy between internet politic mobilization and government response.In a word, internet political mobilization is political mobilization based on internet. It is reflection online of traditional political mobilization, new thing beyond of traditional political mobilization or mixture of both. Internet politic mobilization is a tool gathering collective power and a lever changing society. This is the core process of contentious politics. The relation of internet political mobilization and internet group incidents is two sides of one thing. At present, they are the most outstanding phenomenon in China at present.Political actors in different positions of traditional political diversity-orderly structure may be actors in internet political mobilization. Among the internet politics mobilization actors, great efforts from the minority drive small efforts from the majority. That is what the lever of internet politics mobilization mean. That flexible non-governmental internet politics mobilization and rigid government mobilization or anti-mobilization displays an asymmetrical state.Internet political mobilization is a continuous process of transformation and interaction between virtual and reality, so its core mechanism is transformation. In the process of virtual-reality transformation, three mutual-infiltration transformations happen. It includes mobilization space, existing forms of subjects and objects, political information and power. The interaction of pull from mobilization subject, self-moving from netizens along with supporting from internet environment promoted continuous virtual-reality transformation of internet politics mobilization. All of this makes internet politics mobilization toward a trend of a trend of diversification, fusion, uncertainty and cross-nation.Internet politics mobilization is not only the expression of non-governmental contenders wills but also acquirement of contender’s strength, so it has political value of "should be responded" and "can be responded". In China, government’s responses include three modes: no response, passive response and active response, while passive response predominates. The fact of government response is political games between government and contenders. The balance of power between government’s and contenders’ will or strength decides the types and features of government response.We built a government response mechanism accordingly which include target location, constraint conditions, diagnosis system, support system, response path, operation measures etc based on the current China’s reality of internet politics mobilization and government response. In our opinion, government response to internet politics mobilization should set a target system of maintaining social order, promoting system development and justice. The constraint conditions such as public interests, government functions, administration according to law and public expectations etc should be followed strictly. We should design a judging system which can diagnose internet politics mobilization timely. Through multi-paths of law, technology, moral and politics, normalization of government response from ideas, system, propulsion and content etc can be achieved. Through constructing the system of government response, we expect the normalization of government response adapting to the development of internet society, and then create and promote the development of cooperated democracy supported by internet. This is a cooperated and characteristic social transformation which seek a balanced top-down and bottom-up politics development. It is worth trying.
