Civil servants are the organizers of the government’s public management function and the users of public power, whose managerial capacity and working ability straightly affect the result of government public administration. As executors of public administration and spokesmen of government image, their words and deeds not only reflect the merits of the state administration as well as the level of government efficiency, but closely related to the fundamental interests of the masses. Civil servants are not enthusiastic about the work for many reasons, which is a major problem generally existing in government departments and also seriously affects government performances. How to motivate civil servants in local government to work hard and eliminate their sense of job boredom is a practical problem which should be solved immediately. Incentive mechanism among civil services is an effective incentive mechanism for management of civil service. It encourages civil servants to work passionately by virtue of honor psychology. Studying the incentive mechanism among civil services in local government contributes to motivating the enthusiasm and creativity of civil servants, to strengthening honor psychology of civil services, to tapping the potential of civil servants fully, to improving the quality of public service, to enhancing the sectional vitality and vigor and to ensuring efficient functioning of organs. In conclusion, this paper is of great significance in theory and practice.This paper is divided into four parts:The first is the introduction part. It mainly gives the reason why this topic is chosen, the significance of the research, the literature of incentive mechanism among civil services, the research methods, the general ideas and also the innovations of this paper.The second part mainly expounds on the incentive mechanism among civil services, which mainly includes the connotation of incentive mechanism among civil services, the principles of incentive mechanism among civil services, the species of incentive mechanism among civil services and the theoretical foundations of incentive mechanism among civil services, which is called comprehensive motivation theory written by Porter and Lawler.The third part focuses on current situation of the incentive mechanism among civil services in Hubei Province. First, it describes the overview of incentive mechanism among civil services in Hubei Province. Second, it elaborates the investigation based on questionnaires and interviews on satisfaction of incentive mechanism among civil services in Hubei Province. Finally, it sets forth problems to be solved of incentive mechanism among civil services in Hubei Province on the basis of statistical analysis and empirical research.The fourth part primarily sets forth the perfect proposals on incentive mechanism among civil services in Hubei Province. They are as follows:to develop concrete and feasible reward rules according to "the provisions of the Civil Service Award"; to increase the proportion of bonuses in revenue and carry out various material reward in the light of different objects; to strengthen propaganda and praises of spiritual reward; to implement rewards with the examination results; to strengthen democratic appraisal and supervision in order to implement rewards objectively and justly.The innovation of this paper lies in:fist, the research method. The empirical research method not qualitative research method, field surveys and interviews are used to analyze practical problems existing in incentive mechanism among civil services, and then the author proposes the exact measures based on analyzing convincing and valuable First-hand information scientifically. Second, the ideas of this research. Literature search shows that systematic study on a province of the civil service rewards does not exist since Civil Service Act has been implemented. This paper not only breaks through the limitations of previous studies in relation to specific system design, but also makes up research gaps on incentive mechanism among civil services in Hubei Province and provides theoretical reference for further study and formulating public policy.
