Civil servants is a special kind of human resources, they work hard or not will directly cause the whole social and national welfare increase or decrease.The promulgation and implementation of《Civil Servants Law of People's Republic of China》symbolizes that our civil servants regulations goes on the track of standardization, legalization and scientific. However, the inadequate understanding of this special human resources and the imperfection of our civil servant incentive mechanism cause that one hand is civil servants enter oneself for an examination heat and low acceptance rate, while on the other hand is the phenomenon of on-the-job officeholder's disorder. The establishment of an effective civil servants incentive mechanism would improve the creativity and initiative of the civil servants, and improve the effectiveness of the government management.This paper start with the human capital theory, combined with the new institutional economics theory, analyzes of the western incentive theory of humanity hypothesis theories, needs hierarchy theory and the justice theory, and then briefly analyzes the enlightenment of the various theories to our civil servant incentive safeguard mechanism construction, in order to understand the basic connotation of civil servant incentive mechanism. Secondly, contrast of western advanced civil servant incentive mechanism, by our civil servant incentive guarantee mechanism of the particularity, using statistical methods, through the analysis of the design of hubei province before release "civil servant incentive safeguard mechanism questionnaire" feedback data, examine the examination system, promotion system, pay system, training system, award and punishment system, and the choice of specific incentive methods, hoping to find the breakpoint for the perfect of civil servant incentive mechanism.Again, with qualitative analysis of data as the basis, combining hierarchy theory of needs, man's needs and expectations change in the constant, so the corresponding incentive mode should also unceasing innovation.For this reason, design for this incentive mechanism model, and then puts forward the stimulate circulatory patterning. Finally, put forward civil servant incentive safeguard mechanism of countermeasures:as reshape inspiration ideas as the foundation, as the establishment of the administrative culture of organization administrative characteristics as the core, as creatting dynamic civil service as the purpose, plan the whole the use of various incentive mechanism, and constantly improve our civil servant incentive mechanism.
