Since the launch of health-care reform in China, great progress has been made in the development of medical and health undertakings, and the social reputations of hospitals and doctors have been improved to a certain extent. However, there is also a prominent contradiction:on the one hand, people have higher expectations for the quality of medical service; on the other hand, the varied medical skills and abilities of doctors, the growing incidence of medical disputes and the increasingly stressful doctor-patient relationship have seriously hindered the pace of China’s health-care reform. The key to resolving this contradiction lies in improving the overall quality of medical services of hospitals and doctors and eradicating the egalitarian practice of "everybody eating from the same big pot" so as to ensure that those who contribute more are paid more and that proper positions are offered to capable people. How to quantify the doctors’comprehensive ability and job performance is a challenge placed in front of the hospital administrators. Therefore, it is imperative for the hospitals to establish a decision support system for evaluating doctors’ comprehensive ability and job performance.In the paper, first, a comprehensive evaluation indicator system is constructed based on rough sets theory and analytic hierarchy process. Then seven models based on seven single evaluation methods are constructed, including the comprehensive evaluation method, TOPSIS method, close-value method, principal components analysis method and SVM method, etc. To overcome the shortcomings of the single comprehensive evaluation methods, a combination evaluation model based on method set is constructed. Validation results show that the conclusions are consistent and the models are of high validity. Finally, in order to enhance the practicality of the comprehensive evaluation system, Visual C++6.0language is used to establish the decision support system for evaluating doctors’comprehensive ability and quality, which has improved the intelligence level of comprehensive evaluation for decision-making.It is hoped that the research on the decision support system for evaluating doctors’ comprehensive ability and job performance can provide hospital administrators with valuable support and provide doctors with reference for their self-positioning.
