Health policy is an important means for government to solve the health care issues. It is the authoritative allocation of health resources, and it reflects a certain value orientation of policy makers. Ethics is a link between health policy between and the value. If we want that the health policy to realize the value of goal, we must choose the correct ethical basis, and follow the correct ethical priciples. Ethical value orientation of health policy a direct impact on their policy content and policy outcomes, and what kind of ethical value orientation to what kind of health policy. This article is from an ethical point of view to analyze the ethical bias in our current health policy arrangements and proposed solutionsFull text is divided into three parts, the first part analysis of the properties and their delivery of public goods, and defines the concept of public policy, and then push to the basic connotation characteristics,the role of public health and health policy, followed by analysis of close relationship between health policy and ethics,then a list of the theory of ethics and health policy.At the second part,this paper firstly analyzes of the factors that affect our health policy, including political and social factors, legal factors, the development of biotechnology, development of market economy, and ethical ideas guiding several aspects. And then describes health policy changes and development since the founding.The reform and opening up is a watershed, it makes the health policy changes in two stages. This part finally analyzes ethical deviation of our health policy and its consequences in the market economy environment, mainly reflected in the following five aspects:the failure to deal with the relationship between "efficiency" and "fair"; not insist "people-oriented "values; the government not doing their due responsibilities; health resources is not equitable distribution and failed to properly handle the relationship of good prevention and treatment.At the third part, firstly, this paper proposed that fair and just are the basic idea of the basis for health policy, and then elaborate health policy should follow the ethical principles, including the principle of public welfare, the principle of impartiality, effectiveness of the principle of rationality and the principle of people-oriented. Finally, For resolving the problems of our health policy that the second part mentioned, in accordance with the spirit of the new medical reform pvrogram, we proposed to optimize health policy measures to be taken. First, at a public hospital level, to actively promote the reform of public hospitals to adhere to its public welfare; the second is from the government level in terms of the leading role in the health services should be strengthened; Third, the administrative department of health and medical have to improve their own management level.
