The success or failure of a project, in addition to the merits of its plans, but also depends on whether there is a good cost management methods to ensure the smooth progress of the project. Projects in the implementation process of the various elements of cost, quality, schedule, scope, risk will be directly or indirectly affect the success of the project. In order to achieve effective management of projects, the need to use the idea of integrated management in the modern project management on the main elements of the project——cost, schedule, quality and integrated management.In view of the traditional earned value method has been able to good cost and schedule factors integration, but not related to changes in the quality factor, this article will total factor integrated management perspective, the introduction of quality change factor of traditional earned value methodimprovement, attempts to analyze for the same project, do the pros and cons of the provincial superior engineering and qualified engineering two different quality levels.This paper first introduces the concept of cost management, commonly used procedures and methods, and this paper, use the earned value method to elaborate; followed by the integrated management theory, including the different conception, development, characteristics, and traditional management model, andintegrated management of the construction cost of the project the whole process, elements of the full risk and the whole team and the four classification description; again, on the basis of the total factor cost integrated management theory, pointing out that the traditional earned value analysis for quality analysisless than the establishment and application of the principle of the earned value method, and this approach to the introduction of improved parameters of system detail; finally, an instance of a construction project in Ganzhou, for two different quality levels of the provincial superior engineering and qualified engineeringproject cost and schedule quantitative analysis, and draw a qualitative conclusion, so that the integrated management of cost, schedule and quality.
