With further development of reforms and opening police and socialist market economic system, classification of the urban dwellers is becoming increasingly obvious. Low-life-supporters, retired people, who born before1960th, and the immigrant population are the inevitable product of the urban life cycle. They constitute the low-income groups in the transition of urbanization. By considering their own habitats, social background, history context and other factors, they become a pivotal position in the human structure of the urban. Their unique social status, settlements, employment and even living space become the primary task of the underprivileged urban planning.This thesis is divided into seven parts. The first part specially focuses on the background and significance of the study. It reviews the current research world widely and the main content of this paper; In the second part of the research, related concepts are defined and analyzed. It is elaborated on the theoretical basis of the researches; The third part explored the structure of the poorer segments of society in the light of the historical poor spatial structure of these segments and sociological theory.The fourth part of this report classifies the categories and levels the poor segments in Xi’an, provides a description of the inhabited space and analyze on self-organization analysis. The fifth part study on the poor segments based on Xi’an Labor market.By considering the Security room system, health care system, leisure and sports system resources and urban space integration, the sixth part discusses on the Xi’an city class space mixed model and the equilibrium point in the view from space level of class urban structure optimization theory. It is proven by the fourth round master urban land planning of Xi’an. In the seventh part, it summarizes the contents of all sections above and provides main conclusions of the paper, which is indicate as follow:In China, city spatial distribution are mixed small-scale and large-scale isolation space mode dated back ancient time, which is closely related to the city space and the poor class, who are in a weak position. Their settlements, life, distribution, and etc. are close related to the social status. Today’s Xi’an mixed class layout is the6-9km radius circle with the circle center on Xi’an city center point. The optimal balance area is within the fan-shaped part of the circle nested.
