Urban sprawl and urban renewal brought the pattern of re-adjustment of the interests of the urban space, the marginalization of vulnerable groups living become an important feature of urban development. With the gradual marginalization of low level residential space, the travel distance and intensity increasing. Transportation Equity is an important aspect of social equity, and travel is one of the basic necessities of life. Solve the travel problems of low-income people is helpful to safeguard the livelihood of the groups, to achieve social fairness and justice, to promote the sustainable development of the city. This article intends to use the field of sociology of social exclusion theory, research the travel problems and its social effects, build traffic-social exclusion framework, and propose corresponding countermove, in order to provide basis for the improvement of the edge community and the establishment of a fairer urban transportation policy.The paper is mainly consisted of four aspects. Firstly, the article analyzes the material and spatial characteristics of the urban marginalized communities, from the location, the layout and scale of the residential area, to the traffic resource supply, using method of a questionnaire interview, quantitative analysis, qualitative research method.. Second, the travel characteristics of the low-income groups of the urban marginalized communities, by contrast to the non-low-income groups, from personal socio-economic attributes, travel behavior characteristics, to expenditure on transport characteristics, Mainly using quantitative analysis method, comparative analysis method. The third is the travel problems of low-income groups of the marginalized communities and its social effects. Through the introduction of social exclusion theory, discovered that there are four issues of the travel of the low-income groups in marginalized communities, namely economic exclusion and exclusion on the time and spatial exclusion and rejection security. Fourthly, put forward the countermeasures of the travel problems of the low-income groups from four aspects, including reducing the economic costs, reducing the travel time, increasing the supply of public transport services, protecting the safety of the slow traffic.
