The distribution network which mainly refers to lOkV and below lOkV voltage level is a user-oriented supply network, its stable operation is directly related to the quality level of service and customer satisfaction. With the continuous development of electronic measuring, automatic, control, computer technology and wireless communications, it is possible to develop an economical and practical monitoring system which is based on distribution network. Data information acquisition system is part of the distribution network monitoring system to acquire data, whether to acquire data from the meter reading system has a direct impact on the stable operation of the entire distribution network monitoring system. Therefore, developing a data collection system is the key problem of developing a stable distribution network monitoring system.DL698.41Statute is a master communication protocol which is issued by the National Development and Reform Commission, The Statute which is reserved for scalability to make the itself more practical makes detailed regulations for all types of the terminals’s data transmission format. The paper whose purpose is to develop a safe, stable and versatile data collection server, is base on the Statute to research and develop the data collection system.This paper develops a master station collection software of low-voltage network’s monitoring system which focuses on the use of the DL698.41Statute. In the process of the software’s development, use the windows xp operating system to develop the system, use VC6.0system to establish the development platform, use socket to build a network connection, use TCP/IP and GPRS to achieve the data transmission between master collection system and ZBWKF’s communication module, use multi-threaded and the SQL Server database technologies to design the framework of message, and at last use DL698.41Statute to parse the data packets and to achieve data storage. This paper describes the design of the entire process and the packet parsing process in detail, introduces the realization process of data acquisition and transmission of ZBWKF’s communication module in brief, and finally a System Stability Test is given for the master station’s Information Collection Software...
