With the gradual depletion of traditional energy, nuclear energy is widely used. Great benefits have been brought to humanity by the development of nuclear energy, while a lot of nuclear pollutions also occurred. When a serious nuclear accident occurred, the decision-makers need a lot of information for decision-making, and most of this information has spatial characteristics. To deal with the accidents, relevant information can be delivered to decision-makers at the first time by using the geographic information system.A radiation monitoring geographic information system is designed in this article by the support of CIAE’s (China Institute of Atomic Energy) project. And the demonstration of monitoring data and evaluation data is mainly researched in this article. The details are as follows:(1) According to the functional requirements, the system is based on Visual Studio2005platform and SQL Server2008database. ArcGIS Engine9.3components are embedded into Visual Studio2005.(2) On the basis of analysis of the system demand, the system function and database are designed. The functional design including map management, the demonstration of GIS data, data query and monitor data statistics. The database design including the design of spatial data and attribute data.(3) On the basis of the overall analysis and design, four function modules are developed in the system respectively including the map management module, the demonstration of GIS data module, the data query module and the monitoring data statistics module. Among them, the map inquiry is mainly studied in the map management module. The data query module provides five types of inquiry modes. The monitoring data statistics module provides three types of statistical modes.(4) The demonstration of GIS data focused on creating and editing the feature class, displaying the bubble frames, drawing contour, displaying the contour by static mode and dynamic mode which is rendered, drawing wind and so on.The experiments show that the system can vividly display the monitoring data and consequence assessment results in the GIS map, and has the function of data query and data statistical, which provide data support for emergency response.
