Wars and turmoil between the Ming-Qing dynasties aroused a series of social problems. After the foundation of Qing dynasty, in order to solid the domination of new dynasty and stabilize the social order, the government officials gradually turned the focus on the significant social problems confusing the new dynasty. Among those social problems, the ever-worsening people trafficking in Yunan, Guizhou, Sichuan becomes an acute element of social disorder in the primary period of Qing dynasty. Late Ming and early Qing dynasty, the wars turmoil lasting ten years decreased the Sichuan population sharply and unbalanced the population distribution in Sichuan, as the people trafficking from Yunnnan, Guizhou to Sichuan occurred in the period of Shunzhi and special people trafficking places occurred in Kangxi period. In the period of Yongzheng, the Qing government promoted the policy of changing tribal authorities to regular officials in the region of southwest minority nationality, according to the long term of great turmoil brought by people trafficking, the Qing dynasty began to implement policies abandoning the people trafficking in order to get the steady period and then further consolidated the dominant in southwest minority nationality area.
