Social Mobilization In Taking Over Cities(1949.5-1952.12)

Jiangxi is the province that PLA liberated and took over earlier after it’s south tojiangnan. This article focuses on the research object " took over the city in jiangxiprovince from May1949to December1952", has alalyzed it’s view of socialmobilization with the theory and method of history, political science, the main bodyis devided into five parts:The first chapter: this part is mainly about the historical background of taking overthe city in jiangxi province. This part discusses the situation of jiangxi provincebefore liberation from Kuomintang and the Communist Party of China, including the" the coonomic society in jiangxi under the rule of national government " and " thestudent movement under the leadership of the CPC", so as to reveal the necessity oftaking over cities of jiangxi province, in this case, the "yingbian" of Fangtian who wasthe chairman and security commander of jiangxi province had already in vain.The second chapter:in this part,is the appearance of the CPC’s increasinglymaturity. Party leaders explored the successful way of taking over the cities withinnovation, and got more development in practice, racked up experience for further’staking over cities; Then organized South Team, in the help of Democratic Party andthe student movement,the CPC layed steady foundation for the cities’ taking over.This action not only has the necessity to act, but also has the possibility to succeed.The third chapter:what are analysed in this part are the process of socialmobilization to take over the cities of jiangxi province. Mainly analyzed from thepolitical mobilization, military mobilization, economic mobilization and culturalmobilization.Firstly is political mobilization, with the main contents of"establishedJunGuanHui and various people government, formulated a series of rules andregulations" and " took over different departments properly ";Secondly is militarymobilization, which concludes "supported the PLA,removed bandits andcounter-revolutionary actors to maintain social order" and "dealt with stragglers,stopped smoker and drugger,‘anti-America and support-Korea’movement to purifythe social atmosphere";Thirdly is economic mobilization, the main contents is " madegreat effort to return to work and promoted the development of economy" and " madedemocratic reforms, rectify economic order"; The last one is culture mobilization,mainly includes"took over the old education institutions" and " ideology reconstructfor who belonged to old regime that retained for use".The fourth chapter:this part discusses the characteristics and results of socialmobilization in taking over cities of jiangxi province.According to the situation ofjiangxi province, mainly reveals its characteristic on three aspects: mobilize easily onthe good basis of people; easy to take over because of the small scale of the cities and their small population;have strong demonstration significance for their liberationearlier.After four years of hard work, finally get the good results of "social order ‘sincreasingly stability; government’s on track;production’ s development,and people’sliving standards’steady improvement".Conclusion: summarize the experience of taking over the cities of jiangxi provincefor us.Mainly included that under the guide of the policy of the Party,combine toactual situation of jiangxi province, arise the people fully; refresh the experienceconstantly on the basis of the core task tightly; Strengthen ideological education.Allof above proves that the CPC can not only take over cities, but also to manage themwell, reflect the constant improvement of the Party’s ruling ability.
