In1992, China proposed the term "cultural industries" firstly. After that the government is making the gradual deepening of the intensity of the development of cultural industry, making a series of industrial policy to guide the development of cultural industries. In this context, Jilin Province plan to make the cultural industry to become a pillar industry in the "12th Five-Year" period industrial policy and adjust the policy to guide industrial development.The author, based on public policy at the relevant theoretical knowledge, using the method of comparative analysis and literature review, analyses the cultural industry and cultural industry policy development process and the current situation of Jilin Province. The cultural industry in Jilin Province experienced three stages of industrial development, including fumble, rapid and prosperous development. With the analysis of the characteristics of each stage, on the whole, the existing industrial policy has been not able to face the new requirements of the new era of industrial development, with showing the policy gaps, implement not in place and other defects, which will hinder the development of cultural industry become a pillar industry of the conduct.Promoting cultural development and prosperity is an important task for the current and future development of our society, which is also the new requirement of the industrial development of Jilin Province. Therefore, It should focus on the cultural adjustment of the industrial policy, including deepening reform, strengthening the construction of the market, optimizing the industrial layout and the other six to make up the blank of the existing policy, the incomplete implementation and the general was too strong, and by what to make a better and faster development of cultural industries in Jilin Province with the goal of becoming a pillar industry of Jilin Province. |
