The Studying Of Ruling Idea Of The State And County Officials In The Qing Dynasty

This paper makes use of ruling idea of the administrative ethics, with the help of the Handbooks on Official Conduct in the Ming and Qing Dynasties, based on one of the most famous of the Complete Collection of the Benevolence as the research object, to study the governing philosophy of State and county officials in the Qing dynasty.Through the reviewing of Huang Liuhong’s life experience, we study the background and main contents of the Complete Collection of the Benevolence, and conclude the popular reason of the Complete Collection of the Benevolence in the contemporary and future generations is its practicability and feasibility. Also the popularity reflects requirement of society and market demand, and transmits the good customs and live in peace and contentment and of idealized model of Town and County Self-control. Based on the analysis the principles of the State and county officials in Qing dynasty, it points out that the status of the State and county officials made them in an extremely awkward dilemma, and they had to make subservience an automatic part of their behavior. On the basis of analysis of traditional Chinese legal culture, and using of the actual cases, we study the judicial idea of the State and county officials. When they dealt with the local magistrate, they gave priority to without litigation, and the second is reasonable, the last is compassion and benevolence.On the basis of the above analysis, summarizes is that the State and county officials of Qing dynasty withhold self-discipline and self-denial, stick to the concept of managing state by rule of manners and governing by morality and people-centered, to manage a far-flung, different local society is very difficult. They not only face constraint coming from the local society, also confront stress of their own campaign group. So that they were gradually forming a compromised ruling idea.
