As appointed by the central government to the local government, the official is responsible to the local administration mainly.According to the natural geography division in XianQin times, Xuzhou was one of the "Nine States", and located at the wealthy Guandong Qilu area, which was limited among Donghai, Taishan and Huaihe. Its area feature was comparative obvious. In the late period of emperor of Hanwu, Xuzhou became one of the "Thirteen Cishibu" that were established, and changed gradually from the unified monitor area to the administration area in Eastern Han Dynasty. Its strategic position was very important. Moreover, some aspects that included area, population, governmental staff and so on were all at the middle level among the Cishibu. In a word, its conditions were very representative, so it was very necessary to research its local officials.Firstly, inspecting the local officials need to be aware of the local administrative regionalization. Han Dynasty inherited the systems of the Qin Dynasty, and implemented the county system which included the county and country together, later the state evolved gradually to the administrative regionalization that was superior to the county. The local administration was divided into three levels included state, prefecture and county.Secondly, the central government stipulated the general conditions of the local officials staffing, and the staffing, duty and power of the three level officials were different with each other.Finally, according to the history materials, I made initial statistics of the three levels officials in Xuzhou specially, and then made evaluations by their birthplace, source, behavior, award and punishment that they got. Then I drew some conclusions to the local administration system of Han Dynasty.To sum up, the officials of Xuzhou had a great role in the effective local administration during Han Dynasty. Through making statistics and inspection of them, it had some value to the awareness of the society at its times, and it can offer some references to the development of economy, culture and education in Xuzhou area nowadays.
