Study On The Cause Of Public Health In Shanxi-Gansu-Ningxia Border Region

Challenging the conditions of war,Chinese Communist Party developed a pioneeringwork, which is Health care construction in Shanxi-Gansu-Ningxia Border Region to changethe extreme backwardness of public health in backward countryside. After establishing theShanxi-Gansu-Ningxia Border Region Government, it took them much effort to meet theneeds of the war to improve people’s life and to promote the development of public health,while it also accumulated rich experience.This paper mainly studies the construction ofShanxi-Gansu-Ningxia Border region Public Health from1937to1950, which referring to theconditions, government measures, characteristics and experiences in border area. Theseexplorations will help us to understand the difficult process of developing public health;what’s more, it can deepen our understanding of the social change and modernization processin the area.This thesis includes four main aspects. First, the public health conditions beforeestablishing the Shanxi-Gansu-Ningxia Border Region Government; Second, the measurestaken by Shanxi-Gansu-Ningxia Border Region Government to strengthen the public health.Under the leadership of the government, public administration, medical institutions, personneltraining and management, medicine development, health promotion, disease prevention andother aspects of the public health improved a lot. These achievements not only improved thepoor health situation and the convenient medical conditions, but also they facilitated thedevelopment and progress of the Border Region’s social economy and built solid foundationfor the further development of public health. Third, the characteristics and experience of thepublic health development are concluded. Mass groups, period, war time, lower level andtemporariness were the main characteristics of the public health development.CombiningChinese traditional and western medicine, preferential treatment for medical personnel,domestic and foreign aid, prevention cure to penetration for health center, government supportand guide were the primary factors to make tremendous progress of the public health in thearea. Forth, the historical inspiration and evaluation are highlighted. Public healthdevelopment not only provided us with rich experience and referential lessons, but alsoimpressed us with the profound historical enlightenment. According to historical facts, fairevolutions are indispensible; they reflected the Chinese Communist Party’s efforts andachievements to improve the people’s livelihood, the social change and the difficult progressof modernization in the area. What’s more, it has been providing fruitful references to changethe current public health conditions in the backward area.
