As all we know, the problem "medical treatment is difficult and expensive," hasbecome a major problem which constraining our national well-being and affecting thedevelopment of social harmony for a long time. In the past20years, Because wealleviate the financial burden on public hospital reform as a starting point excessively,as followed the model of state-owned enterprise reform simply and wrongly,introduced the distorted market mechanisms, all the things above has resulted thedecreasing public interest in public hospitals and thus declined the accessibility ofmedical services, bring in the problem “medical treatment is difficult and expensive”.The basic ideas of how to break the current problem "medical treatment is difficultand expensive" effectively is to promote public interest in public hospitals actively inorder to upgrade the accessibility of medical services. In the existing economic, socialand other objective conditions, how to carry out the reform of public welfare in publichospitals scientific and effectively is the fundamental starting point of this study andthe main content.Through the preliminary study we can found that the reason which resulted in thedecline of public service in public hospitals is rooted in the long-standing andcontinuous curing of the medical mechanisms which is using watered-down drugs tosupport medical mechanisms. The basic idea of this study is to eradicate the strongmotivation of "big prescription, expensive medicine" which existed in the currenthospital (doctors) by revising the treatment assay (release) mechanism and hospitalexpenses compensation mechanism,coupled with other reform measures whichredrawing the public hospital services functions and the new referral system design inorder to enhance the public service in public hospitals, as solve the problem of"medical treatment is difficult and expensive". This article mainly focuses on the twoperspectives of macro and micro to discuss the public service reform in publichospitals.This paper includes the following components: Chapter I is introduction, whichincludes the reform of background, significance, research methods; Chapter IIanalyzes the nature and the causes of " difficulty and expensiveness of medicaltreatment " systematically and puts forward the origin of promoting public welfare of public hospitals; Chapter III analyses the current status of the public welfare of publichospital of our country comprehensively and systematically; Chapter IV focuses ondescribing the theoretical foundation which is essential to advance the reform ofpublic hospitals; Chapter V designs the macroeconomic policies of the reform thepublic welfare in public hospitals is needed; Chapter VI mainly focuses on the designof the microeconomic policies of the reform of public welfare in public hospitals;Chapter VI is summary and outlooks of the study.
