The new rural cooperative medical care has been developing for more than seven years. Different mode of management has been put into practice which is more creative and focused. Enterprises participate in the management process positively and play an active role in regulating and regulating the fund. Thanks for their effect, multi-level medical security system is established in rural areas which saves much cost and improves the level of service. It can be divided to commission style, contract agent style, mixed style and supplementary medical style by the degree enterprises participate in the process of management. Different styles show various advantages. My thesis will analysis what role the government-enterprise cooperation play in the new rural cooperative medical care with the case of Jimo City in Shandong Province which provides supplementary medical insurance.At the beginning of the thesis, it analysis the practice of the four styles of government-enterprise cooperation in other cities and discussed their characteristics, scopes achievements and difficulties. Then, it takes Jimo City as an example to analysis what the government-enterprise cooperation in providing supplementary medical care insurance. It will summary the characteristics from the insurance scope, financing mode, reimbursement situation and the management system. According the situation of carrying out policies and farmer’s response, this thesis will analyze the achievements and problems from the perspective of the government, the enterprises and farmers.(1)From the perspective of government, government-enterprise cooperation improves the security system of the new rural cooperative medical care and the level of medical care for farmers. What’s more, strict approval system and assessment procedures add the level of service, and the participation of multiple subjects will help improve administrative efficiency. From the view of government, it is still difficult to determine the participate degree of enterprise and the government find it difficult to approve the mode of government-enterprise cooperation. The supplementary medical insurance urges higher capacity of supervising and controlling. (2) From the perspective of enterprise, participating in providing the new rural cooperative medical care broaden the revenue streams and expands the scope of benefits while it will carry out other insurance business in rural areas. Launching a pilot project following by broadening standardize the behavior of the enterprise and accumulated experience of providing social insurance. Participation in providing supplementary medical insurance will broaden the insurance companies’brand competitiveness. From the perspective of enterprise, there are still many concerns in expanding participation level. There is no relevant policy specified exit behavior and there is a great improvement space to benefit the farmers. Enterprise is in charge of the loss or gain which will cause reputation and operational risks.(3) From the perspective of farmers, government-enterprise cooperation improves the level of insurance for farmers. Farmers can broad what they think and more ways are served for them to supervise. Multiple subjects is also conducive to improved health care. From the perspective of farmers, the problems to be solved include the additional fund-raising which some farmers cannot afford. The coverage of insurance has not been widening in great deal and the appeal mechanism is still imperfect.It can be easily seen that government-enterprise cooperation plays a more important role which can take full advantage of marketing resources and social resources to expanse the social benefits. In Jimo City, government-enterprise cooperation can choose many paths to play a greater role, such as protect the Government’s dominant position, strengthen the government’s responsibility and role, enhance the enthusiasm of enterprises’participation, and provide policies to encourage farmers to acquire new information so farmers will supervise to safeguard their rights.
