System Study Of Healthy Community Indicators Based On The Theory Of Performance Management

Objective:In order to provide a scientific and rational evaluation index system for a newHealth Community construction of Suzhou city, we use performance managementtheory as a guide and Delphi expert consultation as a method.Methods：1. Using the performance management theory, especially the idea of the goal ofperformance management and the SMART principle as the guiding ideology, set atentative indicator system.2. Using literature review, focus group interviews and personal in-depth interviewmethods, on the basic of Su Zhou’s assessment system for the build of HealthCommunity from2002-2008set a tentative indicator system.3. Delphi expert consultation: Select25experts in the field of public health andhealth management, then consulting experts by two rounds. First, experts are invited toraise amendments and recommendations and weight value for each of the indicators;Then, according to the first round of experts’ advices on the collation and analysis, theresults are fed back to the experts who screen and empower for the indicators byfeedback results.Results:By discussing the Health Community theory, we know the meaning and the contentof the Health Community; meanwhile, by describing the theory of performancemanagement, we put forward the idea of using performance management and makeHealth Community building as a continuous spiral of the development process. Also, we tentatively set a Healthy Community building evaluation index system by using themethods and principles of objective management.In the tentatively setted evaluation index system of the Health Community building,there are five first-class indexes, eleven second-class indexes and fifty-three third-classindexes. Among them, the first-class indexes include health management, healthfoundations, healthy environment, health services and healthy people. Based on theindicator system which was tentatively setted, we select25experts in the field of publichealth and health management and consult two rounds of experts. After that, parts oftwo indicators and three indicators are screened and modified. At last, the index systemsare regulated as five first-class indexes, eleven second-class and forty-five third-classindexes. Ultimately the weights of the indicators are determined. The weights of thefirst-class indexes are: health management1.90±0.22, health foundations1.87±0.27,healthy environment1.98±0.30, health services2.24±0.30and healthy people2.03±0.36.The positive coefficient of the two rounds of experts were respectively92%and100%;Degree of expert authority Cr≧0.70. According to the second round of expertconsultation results, Coordination degree of expert adviceW=0.46，x_R~2=275.70，P﹤0.01.Conclusion:Performance management has wide range of applications as a scientificmanagement theory and management method and it has been confirmed its theoreticaland practical value in many areas. It has shown that it’s advanced in theory, scientificalin method and feasible in practice when we use performance management theory toguide the building of the evaluation index system about Health Community.Delphi expert consultation is scientific method which is widely used. In particular,this method has its advantages when we build an assessment program and evaluateindex system. Through theoretical analysis and statistical analysis, the study eventuallyestablished a Health Community evaluation index system by using Delphi expertconsultation. Health Community is proposed to solve a variety of health problems that peoplefaced. Health Community is the foundation for building a Healthy City and thecornerstone of the construction of a Healthy City. The Health Community building is acontinuous cyclical development process. Evaluation index system of HealthCommunity building not only provides the basis of assessment for the HealthCommunity building, but also provides the basis of implementation and the guidance indevelopment direction. Establishing a scientific and rational evaluation index system isof great significance for the construction of Health Community, and thus lay thefoundation for the construction of Healthy City.
