With the development of public health, people to the service level of public health requirements, the social requirements on the level of public health services are gradually improving. Performance appraisal as a modern management concept plays a very important role in the process of community nursing management. The performance appraisal can help the community nursing management improve the management efficiency, it can also promote community nurses clearer job responsibilities and the initiative to improve the quality of work and the level of service to realize the promotion of public health service. But because our country community health service work starts late, many experts conduct comprehensive appraisal from community service institutions and general practitioner team.The performance of the community nurses as the object of study has less, so there is no agreement on this, it seriously restricts the development of community nursing management in China.Objective:To establish a set of indicator system of performance appraisal for community nurses, which can truly reflect the actual work contents of community nurses, applying a comprehensive and objective appraisal of community nurses’ work. This system can provide the scientific basis for community nurses’ performance appraisal and community nursing management. It can stimulate their working potential and improve their ability and service level, so as to promote the development of public health in our country.Methods:By using system analysis method to analyze the core concept of community nurse performance deeply; Through the literature review method to understand the method of domestic and foreign community nurses performance examination contents and development status; Through observation and community nurses job analysis to understand present community nurses’ job content and job responsibilities clearly; Interviewing community nursing managers from national demonstration community health service center to construct the evaluation index base of community nurse performance. According to the inherent logic relation between the indexes, this index base is divided into three levels and construct the preliminary indicator system of performance evaluation for community nurse. Selecting 26 experts to conduct two rounds of expert consultation letter by Delphi method, the experts coming from community nursing management field, clinical nursing field, human resource management field and universities engaged in community work and teaching. Asking for the experts’ opinion to the index system. By using the analytic hierarchy process, variation coefficient method and product method to establish the weight coefficient of evaluation index system of the community nurses’ performance.Results:1. After 2 rounds of expert consultation constructing the performance evaluation index system of community nurse. It includes 4 first level indicators, 13 second level indexes, 53 third level indexes.2. According to AHP to determine the weight of the first level indexes. The weight of working ability is 22.17%, the weight of working attitude is 24.32%, the weight of working result is 32.54%, the weight of working superior performance is 20.97%. By using the variation coefficient method and the product method determine the weight of the second level and the third level indexes.3. The experts’ positive coefficient in the two rounds Delphi method is 88.46% and 90.91% respectively. The positive coefficient for the second time is higher than the first positive coefficient. The positive coefficient of the two rounds is above 80%, which indicate that the experts have a higher enthusiasm in this study. The expert authority coefficient in the two rounds Delphi method is 0.713 and 0.733 respectively, which indicates that the experts’ opinion is authority. The expert coordination coefficient is above 0.5, indicating that experts’ advice is on a high degree of coordination.Conclusions:1. Through two rounds Delphi method establishing the performance appraisal system of community nurse performance, including 4 first level indicators, 13 second level indicators and 53 third level indicators. This system covers the daily work of community nurses and reflects the requirements of job responsibilities. It can conduct a comprehensive assessment of the ability for community nurses, which is consistent with the core concept of performance evaluation.2. Through the comprehensive use of various research methods, combining the qualitative research with quantitative research to determine the weight of all indicators. The setting of the indicators weight is scientific and reasonable.
