Early detection of disease outbreaks enables public health officials to implementimmediate disease control and prevention measures. Computer-based syndromicsurveillance systems are being implemented to complement reporting by physicians andother health-care professionals to improve the timeliness of disease-outbreak detection.How to process build up Epidemic data and how to build up a Public HealthEDSS(Emergency Decision Support System) is a vital research question currently.This paper mainly studies public health early warning problems. Firstly, after theanalysis of existing EDSS framework and corresponding technology, the paper gives theframework model’s design principle and implementing method from static structuredesign, dynamic working mechanism and the method of interactive cooperation.Secondly, this paper designs and makes available benchmark data sets for evaluating thestatistical power of early detection methods, and then propose a control chart basedmulti-layered disease warning method. Lastly, the key modules and core algorithms ofthe framework are realized as development tool and simulation platform.Finally, a typical application and a group of experiments are conducted to verifythe feasibility and effectiveness of the models and algorithms proposed in this paper,and an analysis has been made on the experimental results.
