Research On Improved Model For Health Supervision Over Kunshan Free Trade Zone

BackgroundKunshan Free Trade Zone (KFTZ) has registered132enterprises. The Logistics Station has increased from about2,000m2in year2000to40,000m2plus20,000m2exhibition hall,320,000m2of public warehouses and many factory-storage in year2011. As frontier, KFTZ should to issue106certificates of Health Permit for Border Port Storage but has been doing only for the Logistics Station. At the same time, health supervision has concerned only with the control and removal of rodents, insects vectors and refuse.ObjectivesTo understand, analyze and evaluate the current situation of the health supervision over KFTZ. Explore guidelines of the model improvement and design a new model. Evaluate the feasibility and potential benefits of the new model. In short, the overall aim was to establish improved model for health supervision over KFTZ.MethodsIn the research, there is a combination of qualitative and quantitative methods such as literature search, interviews of individual depth and focus groups, secondary data analysis, observation, questionnaires, statistical data analysis, field measurements, brainstorming, target gap analysis, analog analysis, assuming analysis, expert consultation and assessment, cost-benefit analysis, etc.ResultsIn addition to issuing the Health Permit for the Logistics Station only and implementing the air quality, infectious disease control and labor health rarely, there have been problems of public land out of control, kangaroo canteen, omission of epidemic inspection, cognitive of the CIQ functions and disapproval of the health licensing&supervision.Considering quantitative classification, surveillance notification, enforcement linkage, electronic approval, informed commitment, centralized approval and other health supervision models of local government; considering category management, jointly supervision, regional supervision, Local-CIQ collaboration, expanding of management scope, creation of International Health Port, assessment of Port Core Capacity; we summed up the policy options such as policy maintain, policy repeal, commission approval, licensing to part enterprises, intensify efforts, policy adjustments, etc; and we reached a consensus that the implementation of the model innovation (policy adjustments) is the best choice of various options.The improved model can be summarized as generally licensing and jointly monitoring. We recognize KFTZ as a composite port storage sites and send a total health permit for the overall authorized warehouse. We plan to integrate the resources of local governments, administrative agencies and related businesses; coordinate the internal cooperation of CIQ Kunshan branch and external cooperation mechanism with Customs, Health, Industry&Commerce and Quality Supervision; and establish a virtual Health Supervision and Inspection Center for all of the supervision units and personals to share information, provide support and bulletin cases.The improved model was overall evaluated good or better by peers and experts, the design frame could be considered successful. Because the evaluators came from the researcher unit or were familiar with the researcher, the results should to be conservatively considered. By analyzing the power and resistance, the new improved model could expand or consolidate the power source and reduce or resolve the resistance problem in the implementation process, thus improve the feasibility continuously. In order to test the actual effects, part of the storage enterprises carried out a trial run; the results confirmed that the existing staff could handle with the health supervision of the whole KFTZ within the improved model.ConclusionsThe implementation of the survey identifies the current situation and finds out the problems of the health supervision over KFTZ. We summed up and analyzed six policy options, reached the consensus that model innovation (policy adjustments) is the best solution. Also we selected design criteria and designed an expert appraisal model summarized as generally licensing and jointly monitoring. By analyzing the trial run, the improved model is confirmed feasible; the existing staff can deal with the tasks.
