In recent years, the service trade based on the development of the traditional service industry has taken on a new tendency. Health service trade has become one of the important parts. How to effectively open heath service market which is an industry with social welfare nature and achieve the benefit maximization? It has become a focus of concern.The research in health field usually concentrated in system and policy. That's because of its powerful government intervention. But as a service industry, health services are the same as other services industry. It's Tradable. At the same time, the globalization and regionalization of economic also bring the social security system into regional and global. One of the most prominent features is the integration of health care services. So, the analysis in the perspective of international trade is particularly important.As the regional union which owns the highest welfare level in the world, European Union's experience in health field is worth studying and using for reference. Therefore, this paper summarizes the development of trade on health service and analyzes the experience in the process of integration of health industry. All these analysis are based on the background of regional cooperation and the open market in health service. Meanwhile, according to the present system reform and current situation of health service trade development, author puts forward some countermeasures and suggestions.On the basis of the previous studies, in the background of the integration of the health services, author analyzes EU's achievements and experience. According to the four types of service trade under the framework of GATS (cross-border delivery, consumption abroad, commercial existence, natural flow analysis, launched by), discussed EU's competitive advantages of health service trade, such as the capital advantage, human resource advantage, innovative research and so on. Combined with China's health service development, author puts forward policy suggestions finally: 1. According to the problem of unbalance in the development of our health, should strengthen regional cooperation and form scale economy. 2 We should transform government function and give full play to the government's support and the auxiliary function in order to promote industry effectively. 3 Readjust the industrial structure as well as promote the traditional advantage, including the traditional Chinese medicine, the technology of acupuncture treatment and so on. 4 Value talents, strengthen the scientific research strength. On one hand, train talents and retain talents. On the other hand, strengthen independent research and development.
