As a primary health care institution, township hospital plays an important role which is also the basis of the rural three-grade health care system and very important to the rural health, the preventive health care and the family planning technical service and so on. The survival and development of township hospital directly relates to the vital interests of0.6billion peasants. Since the new Health Care Reform, the primary health service, especially in rural areas, has been raised to an unprecedented height. As the backbone of health network in rural areas, township hospital is the closest health institution to meet the health demand of rural areas with a certain level of medical technology. Township hospital accepts the technical guidance of the county hospital and supplies technical guidance to the clinics. The function of the township hospital is fundamental in the basic public health services in rural areas and the major public health service provision. The function of township hospital in rural areas mainly depends on the professional technique of doctors and the management level of the managers. Therefore, the reasonable allocation of township hospital human resource relates to the quantity and quality of medical services in rural areas.From the equity evaluation of the human resource allocation in township hospital, On the basis of previous research, the thesis not only considers the horizontal equity evaluation, but also the vertical fairness. As to the division of human resource, the human resource is divided into general human resource and core human resource in the thesis.Two dimensions, horizontal and vertical, are defined through literature research and expert consultation, which design seven indexes. There are three indexes of horizontal equity evaluation which are based on population distribution, geographical distribution and the distribution of economic development; the other four indexes are used to evaluate the vertical equity, which are based on the mortality rate of children under five, the maternal mortality rate, the infant mortality rate and the two-week prevalence rate. Calculate the Gini coefficient of the above indicators and determine the weights by the expert consultation. After weighted, there are three comprehensive evaluative indicators, which are the fairness index in horizontal dimension, the one in the vertical dimension and the overall fairness index.The results show that the fairness of the allocation of human resources in township hospital exceeds the cordon of Gini coefficient, which means a poor fairness. The fairness of general human resources (overall Gini coefficient is0.48) is worse than that of the core human resources (overall Gini coefficient is0.42).
