The Research On Practice Of Separation Of Management And Supervision Of Community Health Service Of Haidian District In Beijing

Objective:To get a better understanding of current "separation of management and supervision" of community health service of Haidian district in Beijing and analyze its effect and the related problems and provide reference for management practice.Methods:Literature research method is adopted to discuss the "separation of management and supervision" of public hospital. The investigation is performed and related index were summarized and analyzedby using the quantitative and qualitative research methodsthrough the induction, deduction and reasoning, we summarized the experience of "separation of management and supervision" of community health service in Haidian district.Results:We clarify the mode of "separation of management and supervision" and set up the system and mechanism of performance evaluation, the government compensation, human resources management.The awarenessof reform in Health administrative departments is96.7%with13.2%supporting rate.56.7%think the cooperation with negative attitude and80%think reform work tasks can be better finished.The awareness of reform in community health service personnel is87.7%with51.1%supporting rate.Conclusion:"Separation of management and supervision" of community health service is scientific and deepen the reform of the administrative system while promoting the transformation of government functions and realize community health service management system and operation mechanism innovation. But its effect has not yet achieved ideal expectations in Haidian. We suggest the establishment of public health service reform effect mechanism and further clearresponsibility and perfection of income and expenses to build up scientific, efficient"Separation of management and supervision" mode with the characteristic of Haidian district.
