The Research Into The Sustainabl Development Of New Rural Cooperative Medical Care System In Shaanxi Province

The new rural cooperative medical system is a basic medical insurance system,which is established by the government in order to reduce the risk of rural residentssuffering from a serious illness and to solve the farmers’ problem of reversing to povertyby illness. It owns the nature of social insurance helping each other in all aid. Newly ruralcooperative medical system in Shaanxi Province has been running for nine years, with thesupport capacity and security level gradually increasing, which, to a great extent, reducesthe family’s burden caused by the illness and improve the farmers’ health level. Thesustainable development of the system plays a significant role in the farmers’ health, ruraleconomic development and the social stability. But there have been various obviousproblems about the system in the actual operation process which affects and restricts itshealth operation and sustainable development. Therefore, how to use the concept ofsustainable development to solve these problems in the operation and to promote thesustainable development of new rural cooperative system of this province become theurgent problem which needs to be solved.Based on the literature review, the empirical research, system research and otherresearch methods, the thesis mainly discusses the sustainable development of new ruralcooperative medical system in Shaanxi Province from the option of sustainabledevelopment. The thesis can be divided into three parts. First of all, combining with theconcept of sustainable development, the paper focuses on the new agriculture sustainabledevelopment and its related theories, which lays a theoretical foundation for the followingpart. Secondly, the thesis analyzes the existing problems in new rural cooperative medicalsystem of Shaanxi Province which has run for nine years from the legislation laggingproblem, the perspective of the financing mechanism in the new agriculture system,compensation mechanism, farmers’ participation rates, management and supervisionproblems in new agricultural fund, combining with operation situation and characteristicsof new rural cooperative system in the past nine years. Finally, the thesis puts forwardperfect agriculturally sustainable development strategies of Shaanxi Province and analyzesfuture trend of the sustainable development of this system from new agriculture joint management and supervision methods, the financing way, the compensation mode,optimizing the rural health resource allocation, the legislation which are based on thequestions proposed by the paper.
