Study On Difficulties And Countermeasures In Sustainable Development Of The New Rural Cooperative Medical Care System

China is a country that has a majority of the rural population, uneven economic development. "Three rural" issue including agriculture, rural areas and farmers as our important factor has always been restricting well-off society construction. On present, the rural social security issues concern the deepening reform of the rural and sustainable development of the rural economy, even the coordination of the national economy and long-term stability of social development. The New Rural Cooperative Medical Care System at this stage as China's basic medical system play a good part in ensuring farmers to access to basic health services, reducing the farmers burden in disease and improving the farmer's health level. While has run several years and accumulated plentiful experiences, but also meet many restricted factors, that make the New Rural Cooperative Medical Care System encounter lots of dilemmas in the future sustainable development. The financing problems, management issues and compensation payment issues of the New Rural Cooperative Medical Insurance Fund directly threaten the sustainable development of the New Rural Cooperative Medical System. Therefore, to study the problems such as the New Rural Cooperative Medical Care System encountered in the process of sustainable development and other difficult issues such as financing of the New Rural Cooperative Medical Care System of sustainable development is of great oretical and practical value.This paper explains promotion and history of the New Rural Cooperative Medical Care System in China, then on the basis of analysing the current problems and reasons in the system development process, focusing the difficult issues in the new rural cooperative sustainable development. To discuss the difficult problems such as financing, government policy implementation and legal norms, overall management and service-quality issues in medical institutions that may influence sustainable development of New Rural Cooperative Medical Care System. Meanwhile, I try to put forward some suggestions to resolve those difficulties,such as setting up multiplication fund-raising channels, consummating all levels of the government with the Performance Evaluation Mechanism of the New Rural Cooperative Medical Care System, enhanceing manpower level, raising medical service level of the basic unit in countryside and so on.
