In recent years, the position and role of public health service has been paidhigher attention by the government and society, the funding responsibilities ofgovernment in the public health service is gradually explicit. In the new project formedical reform in China, the core policy is further definite that public health serviceis mainly financed by government and provided equally to urban and rural residents.However, the present contradiction between government investment and expenditureon public health service is still obvious, the government’s policies for investment inpublic health service need to make further implementation.The overall objective of this study is to explore the operational approaches andmeasures on financing policy for public health service to provide the scientific basisand decision-making references for improving the government’s investment inlong-term mechanism. Using theories of public economics and public administration.This paper introduces the concept of public health service, the reason that the countryshould realize equalization of public health service supply, the standard to estimatethe equalization of public health service supply. The paper investigates the situationand practice of the public health service equalization in Qingdao, based on thestatistics data point out the existing problems, difficulties and their causes. At last, thepaper puts forward countermeasures by learning international experience.Public health service is public good and only if it realizes equalization can publichealth service accords with its inherent non-excludability and non-competitiveness.The ratio of fund that each government should undertake is determined by themagnitude of public good. The paper tells theoretical financial protection mechanismof the equalization of basic public service, states the current situation of public healthservice supply of Qingdao, calculates the degree of equalization, and describesdifferences between several areas by empirical study, draws main reasons ofnon-equalization. At last, on the basis of taking examples of good experiences ofcountries and districts, we raise some financial suggestions to advance the realizationof equalization of public health service supply.In view of the existing problems of Qingdao public health service supply equalization system, the writer gives some advice: establishing a unified urban andrural public service system, rules and regulations; increase financial capital andinvestment in the field of public health service; the scale and the structure of publichealth expenditure should be fixed; increase the transfer Payment to deduce the gapbetween the urban and the rural, such as government purchase; make a reasonableperformance evaluation system of the public health expenditure to increase theefficiency and the equality，to bring about better public health environment and moreconvenience to people.
