As social non-profit organizations, hospital not only shoulders the social responsibility of healing the wounded and rescuing the dying, but also striving for its own survival and development to create benefits. As the main body of our medical industry, how does public hospital truly reflect the non-profit social welfare institutions, how to meet the demand for public health, protect people’s health, especially embody the public welfare in the operation mechanism, allocate reasonably health resources and improve effective use of the limited resources while meeting the social needs and fully displaying the social benefits. With the constant deepening and perfecting of China’s health care reform, the solution to the problem of how does the public hospital effectively control cost and ensure economic benefits with scientific and advanced management methods is imminent.This paper analyzes cost structure and studies optimal solutions through analyzing SY hospital cost by using value chain analysis method to improve management level, enhance competition ability, and lay a foundation for promoting and managing hospital with science and technology, while leaving the hospital to achieve the maximum economic and social benefits. SY hospital is a large public hospital in China. Through in-depth digging the existing problems and causes of S Y hospital cost management, drawing lessons from international and domestic scientific cost management and control theory, combining with hospital’s actual development situation, specific cost management optimization scheme can be formulated. The hospital focuses more on practical application than theory research. It has certain enlightenment and reference to domestic public hospital cost management under the new situation of medical reform.
