Objective: To analyze the service efficiencies and appropriate scale of38hospitalsin7regions of northern Xinjiang and provide policy options fog modifying Chinesehospital policies. Methods: According to the existing literature material and relevantgovernment data, using literature, expert consultation method, descriptive statisticsmethod and Data Envelopment Analysis (DEA) method to study on its efficiency,projection value, and scales. Results:(1)Total efficiency:The average total efficiencyscore was0.747.18.4%hospitals were overall effective and the lowest scored was0.43inthe other81.6%null overall effective hospitals.(2)Technical efficiency:The averagetechnical efficiency score was0.89.39.5%hospitals were technical effective and nulltechnical effective hospitals were60.5%.(3)Scale efficiency:The average scaleefficiency score was0.844.18.4%hospitals were scale effective and null scale effectivehospitals were81.6%.(4)DEA input output projection analysis: The mean value of capitalassets investment redundancy were6220.12million(taking up57.46%); the mean value forbedspace redundancy were136.24(taking up39.88%); the mean value of Business expensesredundancy were2700.18million(taking up32.33%); the mean value of workers inputwere176.92(taking up41.47%).(5)Found no significant scale economic phenomenon inthese38hospitals. Conclusion:The government should take medical system reform as aturning point, thorough public medical system reform, encourage private capital to enterthe market to change public hospital monopoly position and to improve medical andresource allocation efficiency through the market means. To Establish the reasonablefinancial compensation mechanism and improve the basic hospital services, abolish thenonprofit hospital management remaining independent distribution power. Planning thescale and configuration based on the analysis of the science rather than experience. Toimprove hospital leadership decision-making mechanism and the internal management level. Establishing the medical information disclosure system to form the government andthe masses of dual supervision system.
