Study Of The Development Of Shandong Province County Hospitals And Efficiency Evaluation

Objective:Analyses the current situation and development of country general hospitals in Shandong Province from year2008to2010, including the basic situation, human resources allocation, health services, economic operation, et. To evaluate the country general hospitals operational efficiency in Shandong Province based on the facts, in order to put forward policy advice for country-level public hospital reform.Methods:91country general hospitals in Shandong Province were selected to receive questionnaire survey in this research.Using describe method and data envelopment analysis to appraise the current situation of county general hospitals.Result:(1) In2010, the average number of beds in91country general hospitals is681. The average number of employees is72523.The ratio of doctor to nurse is1:1.20.The ratio of sick-bed to doctor is1:0.38. The ratio of sick-bed to nurse is1:0.46.(2) In health technological personnel, the proportion of doctors, masters, graduates, colleges, secondary school and high school education or below was0.03%,2.81%,38.27%,31.57%,23.81%and3.51%, respectively.The proportion between the high title, the vice-senior title, the middle title and primary title was1:7:25:28.(3) In2010, the total person-times was28.15million,23.06%more than in2008. The average rate of sickbeds utilization in91country general hospitals is92.42%. The average rate of sickbeds turnover in91country general hospitals is7.66day.(4) In2010, the total revenue in91country general hospitals was16.49billion,50.17%more than in2008. The gross asset in91country general hospitals was26.48billion,52.55%more than in2008.(5) In2010, there were24country general hospitals at the constant returning to scale stage, account for26.37%.34country general hospitals at the decrease returning to scale stage, account for37.36%.33country general hospitals at the incrsase returning to scale stage, account for36.26%.(6) From2008to2010, there were46.15%of country general hospitals’productivity increased,and79.12%of country general hospitals in technical progress,and65.93%of country general hospitals in Total Factor Productivity increased.Conclusion:The county general hospitals in Shandong Province from year2008to2010, including building scale, open beds, number of employees, service capabilities, and operational efficiency has improved significantly, and need to be further improved.
