Medical system reform concerns the vital interests of each resident, in which one of the most critical aspects is the reform of public hospitals. Lots of reasons, such as the aggravation of aging problem, the increase of multiple and sudden diseases, the multi-level of public’s medical needs, make it more difficult for the public to get proper health care, and more urgent for Public hospitals to fulfill the needs of first-class quality medical resources. Public hospitals have compelling obligation to solve the problem of inadequate and overly expensive medical services. With the deepening of medical system reform, more private hospitals and foreign hospitals have entered the medical service field, posing challenges to the market position of large public hospitals, whose tasks are to resolve conflicts between the public’s increasing demand for medical service and the lack of first-class quality resources, to improve its service abilities, and to maintain its market position.This paper is based on the integrated use of theoretical knowledge of sociology, management and law. According to the requirements of national medical system reform, the social responsibility and development needs of public hospitals, this paper makes analysis on the policy and market environment, presenting the necessity and urgency of foreign medical cooperation for large public hospitals.This paper makes a deep analysis of four models of foreign medical cooperation for large public hospitals, namely loose cooperation, hospital trust, hospital groups and shareholding hospital. By sharing the practice of foreign medical cooperation conducted in the United States, Germany, Japan, the United Kingdom, and some successful cases both at home and abroad, this paper points out the problems existing in the domestic practice of foreign medical cooperation currently, and offers solutions to these existing problems.
